In the US, these folks are termed "Referee Inspectors" and a description of their role is here from US Soccer, and below:
REFEREE INSPECTORS
U.S. Soccer will appoint certain National Assessors as Referee Inspectors. This designation is at the discretion of U.S. Soccer and is reviewable at any time. Referee Inspectors will be empowered to assess all games but specifically at the Pro-Level and international level. In addition, all National Referees and National Candidates must have at least one of their annual assessments as a referee conducted by a Referee Inspector.
It gives me great pleasure to announce both Ed Rae and Erich Simmons as two of the newest US Soccer referee inspectors for 2011.

Thanks Peter for the news. I have several years experience with Mr Rae, having been assessed by him on my journey to National Referee , and my friend Erich in camp. US Soccer has become so much richer.These 2 men will bring excellent insight, compassion, and ability to "feel" what is going on a referee's mind. There will be many more National caliber referees coming because of Mr Rae and Erich. Thank you again for the update.

The A-1, Arbiter, and Mignon metal
whistes are no longer manufactured.
They have been replaced by the
MICRO and MINI metal whistles which
are neither too small, nor too big.

I know many referees who just cannot stand to use pealess whistles, as I do.

If we budgeted more time to reading and correcting body language and listening to and perfecting nuanced whistles tones for effect and match control,
our performance as referees would
evolve limitlessly....
